OCPA とは
私たちは 2020 年にウミガメ保護をすることから始まり、現在は4部門+1で活動しています。

1) ウミガメ保護活動:Churamura ✳︎産卵と孵化のある浜の環境を守っています。
・毎年 4-10 月の産卵・孵化シーズンの間は、沖縄県中部の海岸うち全長 60kmの範囲をボ ランティアメンバーで分担し、日の出の時刻前後のパトロールを実施
・母カメの上陸の足跡を確認した場合は保護柵を設置(目的:踏み荒らさない、焚き火をし ない、捕食動物からの保護や巣の場所が不適切な場合(満潮時に波が被る場所では卵が孵化 できないなどの状況)は移設をします。
✳︎漂着するウミガメの死体を調査、ケガ・混獲・瀕死の場合は救助
・毎年 11 月ごろから冬季は沖縄の海岸に多くのウミガメの死体が漂着するので、24 時間の
ホットラインで対応し、生きている場合は保護して獣医へ搬送。
・死体の場合はサイズや損傷等の記録データを取り、自治体や管轄機関と連携を取り適切に 処理する。場合によっては解剖をして死因の究明に努めています。
さらに、日本初となる「ウミガメ専門海洋保護区」と「ウミガメレスキューセンター」設立 を目指しています。
2・3)海岸と海中に清掃活動
ウミガメは野生動物であり、人的脅威にさらされているレスキューが増えています。
彼らの命を守るためにできる主なことは、その生きる“環境”の保護をすることです。
海洋に漂うプラスチックゴミは近年ようやく注目されるようになったが、それらは確実に海 洋生態系を破壊しています。
水中にある魚網に絡まる混獲、プラスチックのゴミに絡まったり、誤飲をしたりしている海 洋動物がたくさんいます。
私たちは、海中・浜でできる限りの海の清掃活動を行なっています。

環境教育は OCPA 活動の柱です。これでまでに、120 回以上の公演を実施し、4,000 人以上の 子供たちに環境保護の重要性を伝えてきました。
実体験による学びを重視し、保護活動への一般参加や「ジュニアレンジャープログラム」を 通じて、未来を担う子どもたちが自然保護のリーダーへと成長することを支援しています。
また経済だけを優先した自然開発、環境負荷を考慮しないオーバーツーリズムは、沖縄の自 然を破壊しています。一度失われた自然環境と生態系は 2 度と戻りません。
地元の行政機関、ホテルなどの観光施設、漁業組合などとの交渉や提案、協力も重要な活動 だと思っています。
メンバーシップ制度
自然の神秘をより多くの方と共有するために、OCPA 会員プログラムを設けています。 会費はすべて保護活動・設備維持・教育プログラム等に活用されます。
2026 年会員カテゴリーと会費、特典概要 OCPAには3つの会員の種類があります: 賛助会員、個人会員、法人/スーパー会員です。

⚫︎法人/スーパー会員 (CMV) 入会金: 10,000 円・年会費: 100,000 円
法人会員は、法人、パートナーシップ、協会、または個人事業主の方が対象です。 各法人会員(Commercial Membership)は、会則に定められた通り、会員の中から 1 名を指名し、その 会員が OCPA の代表会員(RepresentativeMember)となります。この代表会員が会社の議決権を保持し ます。
特典
法人/スーパー会員は OCPA のサービスを特別価格で利用できます。1 名の主要メンバーが含まれます。 法人/スーパー会員は、最大の参加機会と会社名の掲載が可能です。
会社名とロゴは OCPA のウェブサイトへ記載され、貴社のウェブサイトへのリンクも付与されます。 また、ロゴ、会社名、簡単な紹介文が年次会員名簿に掲載されます。 法人/スーパー会員(CO-Voting)は、定款に関する事項および OCPA の選挙で投票することができる。

入会金: 5,000 円・年会費: 20,000 円

個人会員は、OCPA のイベントやサービスを無料もしくは、特別価格で利用ができます。 簡単な紹介文が年次会員名簿に掲載されます。

⚫︎賛助会員 (SNV)
入会金: 5,000 円・年会費: 10,000 円
賛助会員(SNV)は、OCPA およびその目的・活動を支援する意思を持つ個人が加入できます。 会費とは別に、イベント参加費や特別行事への参加費を自己負担するものとします。 賛助会員には議決権は付与されません。
特典 年次会員名簿に姓の記載をいたします。
✳︎すでにボランティアとして活動しているメンバー
2025 年春もしくは、それ以前から参加: 2025 年のネスティングシーズン、またはそれ以前から参加し ているメンバーは 5,000 円のパッケージの金額のみで入会できます。 もし、議決権が欲しい場合は、個人会員の年会費半額 10,000 円で入会できます。
2025 年秋から参加のボランティアメンバー: 2026 年のストランディングシーズンから参加のメンバー は、入会金が免除になり、年会費の 10,000 円で入会できます。 もし、決議権がほしい場合は、個人会員の年会費半額 10,000 円で入会できます。
議決権について
議決権は法人会員とスーパー会員、個人会員の方に付与されています。
CMV or IMV の要件を満たすメンバーは、議決権を有する会員とみなします。
CMV or IMV の会員意外のメンバーは、議決権はありません。ただし、委員会として活動するメンバー に関しては、議決権を有する者とみなします。 議決権を有する全てのメンバーは、理事会メンバーに選出される資格を有しています。 理事会の議席のうち、議決権を持つメンバーが占めることのできる席は最大 4 席です。
退会を希望の場合は、退会届を記載し、理事会へ提出が必要です。 年会費の支払いによって会員資格を更新しなかった会員は、OCPA を事実上退会したものとみなされ る。
会員が会則、または OCPA の規則に違反した場合、または理事会の判断により、会員の行為が OCPA の 最 善 の 利 益を損 なうお それが あると 認めら れた場 合、理事会 はその 会員に 退会を 求めることができ、 または最長 6 か月間の会員資格停止を課すことができる。 理事会は、重大な場合には、投票により当該会員を除名することができる。
理事会は、会員区分ごとに支払うべき会費の額を決定するものとする。

OCPA メンバーシップ 会則 第1条 名称
本会は、OCPA メンバーシップと称する。 第2条 事務局所在地
本会の事務所は、沖縄県中頭郡読谷村瀬名波 640-1 とする。
第3条 目的 本会は、OCPA(以下、本団体)の活動を支援し、またその活動に参加することで、沖縄の美しい 生態系を次世代に引き継ぐ事を目的とする。
第4条 運営
本 団 体 が 入 会を認 める、志 を同じ くする すべて の個 人・企業 が所属 でき、会 員の熱意と相互信頼 を、全ての活動と運営の基盤とする。
第5条 会員資格及び会費について 1.当会の会員資格は、当会の趣旨に賛同する、個人や家族、企業や団体とする。 2.入会金及び会費は、翌年度分を理事会にて役員が協議の上、決定するものとする。 3.継続会費は毎年1月末日までに支払うものとする。 (支払い方法は、現金・クレジットカード・銀行振込のみとする)
4.入会が 8 月以降の入会年の年会費は 1/2 の額とする。
5. 議決権なしの会員については、一定期間定期総会の会費を徴収しないこととする。
第6条 入会
入 会 を 希 望 するも のは、こ の会員 規約に 従うこ とを 承諾の うえ、必 要事項 を登録し、本団体理事 会にて入会を認めたものを会員とする。
第7条 退会
(任意退会)
退会を希望する会員は、30 日前に本会事務局に届出をする。なお、年度途中であっても年会費の 返金はないものとする。
(除名)
会 員 が 次 の いずれ かに該 当する に至っ たとき は、社員総 会の特 別決議 によっ て当該会員を除名す ることができる。
(1)定款その他の規則に違反したとき。
(2)当法人の名誉を傷つけ、又は目的に反する行為をしたとき。 (3)その他の除名すべき正当な事由があるとき。
(会員資格の喪失) 会員が次に掲げる事由に該当するときは、その資格を喪失する。 (1) 1年以上会費等を滞納したとき
(2) 理事会総社員の同意
(3) 死亡又は会員である団体の解散
(4)除名 会員は、前項の資格を喪失したときは退会するものとする。
(会員資格喪失に伴う権利及び義務)
1. 会員が前項の資格を喪失したときは、当法人に対する会員としての権利を失い、義務を免れ る。正会員については、一般法人法上の社員 としての地位を失う。 ただし、未履行の義務は、これを免れることはできない。
2. 当法人は、会員がその資格を喪失しても、既納の入会金、会費及びその他の拠 出金品は、こ れを返還しない。
第8条 役員会 本会に役員会を置く。役員会は会の運営方針及び事業の決定を行う。

第10条 役員の選任 役員(会長、副会長)は会員の互選で選任する。
第11条 役員の職務及び任期
1.会長は、本会を代表し会務を統括する。 2.副会長は、会長を補佐し、会長に事故あるときはその職務を代行する。 3.任期は OCPA の役員人事によるものとする。
第12条 会の構成及び議決について
1 .本 会 の 会議は 総会、役員 会及び 定例会 とし、総会は 年1回 開催し 、事 業報告及び会計報告、
事業計画について報告をする。 2.議決権は一人1票とし、過半数の賛成をもって議決するものとする。
第13条 会員年度
本会の事業年度は毎年1月1日に始まり、12 月 31 日に終わる。
第14条 会則の変更 会則の変更は役員会で決定する。
第15条 その他 会則で定めるほか必要な事項は役員会で決定する。
(附則)
本会則は令和 8 年 1 月 1 日から実施する。

会員ルール_ 会員特典の乱用により他の会員の権利侵害が発覚した場合、会員資格を失い、特典も剥奪されるこ とがあります。 貴重な動植物の保護と保全のために、すべてのメンバーに以下のルールとガイドラインを遵守して いただくようお願いします。
1. 事前の許可なく、会員(当会が許可した者)以外の者をいかなる活動やイベントにも招待し ないでください。
2. 特典を受けるために、OCPA に関連するすべてのイベントや集まりで、メンバーシップスト ラップを着用してください。
3. 機密情報や特権情報(時間や場所など)がメンバーシップの外部に漏洩し、招かれざる人々 が現れた場合、そのような情報を制限するため、すべてのメンバーへの情報提供を停止せ ざるを得ない可能性があります。
4. 私たちが保護しているウミガメを守るために、詳細(場所、時間など)を他人に開示しない でください。
5. 会員メンバーが一丸となるためにも、チュラムラのメンバーシップに関する情報を共有する 際には、私たちのミッションのアンバサダーとなり、沿海の動植物の保護団体であること も伝えてください。

Membership Guide & Articles of Association
What is OCPA?
We began our activities in 2020 with sea turtle conservation and now operate across 4+1 divisions:
- Sea Turtle Conservation Activities: Okinawa Sea Turtle Conservation Project CHURAMURA
- Beach Cleanup Activities: Okinawa Beach Clean Network (OBCN)
- Underwater Cleanup Activities: Ghost Net Busters
- Education, Policy Advocacy & Information Sharing: Environmental education, information dissemination, and coordination with government agencies
- + Sea Turtle Rescue & Ocean Conservation Education Center: Planning towards achieving this for 2030. 1) Sea Turtle Conservation Activities: CHURAMURA Protecting the nesting and hatching beaches
- During the nesting and hatching season, from April to October each year, volunteer members patrol approximately 50 km of coastline in central Okinawa around sunrise.
- When tracks of a nesting mother turtle are found, we install protective enclosures to:
o Preventdisturbanceandtrampling
o Detercampfires
o Protectfrompredators
o Relocate nests when necessary (e.g., when they are laid in unsafe locations such as areas that will be submerged at high tide)
Surveying stranded turtles and rescuing injured individuals
• From around November through winter, many dead sea turtles wash ashore in Okinawa. We operate a 24-hour hotline to respond to such cases.
o Iftheturtleisalive,werescueandtransportittoaveterinarian.
o Ifdeceased,werecorddatasuchassizeandinjuries,andcoordinatewithlocal authorities for proper handling. When needed, we conduct necropsies to determine the cause of death.
We are also working toward establishing Japan’s first “Sea Turtle Marine Protected Area” and a “Sea Turtle Rescue Center.”

2 & 3) Beach and Underwater Cleanup Activities
Sea turtles are wild animals increasingly threatened by human activity.
The most effective way to protect their lives is by preserving the environments they depend
on.
Marine plastic pollution has only recently begun receiving public attention, yet it continues to destroy marine ecosystems. Many marine animals become entangled in discarded fishing nets or lines, or ingest plastic debris.
To address these threats, we conduct cleanup activities both underwater and on the shore:
- Ghost Net Busters: Removing abandoned or drifting fishing nets and fishing lines from the ocean (ghost net cleanups)
- Okinawa Beach Clean Network (OBCN): Clearing debris washed ashore on beaches (beach cleanups) 4) Education, Policy Advocacy & Information Sharing Environmental education is a core pillar of OCPA’s work.
To date, we have conducted more than 120 presentations, reaching over 4,000 children to teach the importance of environmental protection. We emphasize hands-on learning by offering public participation opportunities in conservation work and by operating the Junior Ranger Program, which helps nurture future environmental leaders. Uncontrolled development driven solely by economic interests and overtourism without consideration for environmental impact are destroying Okinawa’s natural ecosystems. Once lost, these environments can never be restored. We believe that collaboration and dialogue with local governments, tourism facilities such as hotels, and fishing cooperatives are essential in protecting Okinawa’s natural environment. Membership fees directly support conservation projects, equipment, and educational programs.
2026 Membership Categories, Fees and Member Benefits
Membership Classes and Categories
OCPA has three classes of membership: Supporter (SNV), individual (IMV) and Company (CMV). As follows:

Company Member Voting : (CMV)
Membership as Company Members (CMV) is available to corporations, partnerships, associations and sole proprietorships.
Initiation Fee: Y10,000 Annual Dues: Y100,000
Each Commercial Membership is entitled to designate one of
its members to represent each membership as set forth in the Bylaws.
This member shall be known as the Representative Member for that membership and holds the voting rights of the company.
Benefits
Company Membership offers a substantial discount in OCPA services and includes one Primary member.
Company Membership gives you opportunities for maximum involvement and visibility.
Your company logo and name will appear on the OCPA website with a link to your website. Your logo, company name, and a brief description will appear in the annual Membership Directory.
Company Members (CO-Voting) can vote on constitutional matters and in OCPA elections.

Initiation Fee: Y5,000 Annual Dues: Y20,000
Benefits
Individual Membership offers a free or substantial discount in OCPA services and events.
A brief description will appear in the annual Membership Directory Individual Members (IN- Voting)
can vote on constitutional matters and in OCPA elections.
⚫︎ Supporter
Membership as Supporter Members (SNV) is available to individuals who have an interest in supporting OCPA and its purpose and activities. Besides member dues, Supporter Members shall pay for their event participation and for their share of any special functions of OCPA they may attend.

VOTING RIGHTS
Voting Rights are granted only to Company & Individual Memberships.
Memberships that satisfy this requirement shall be deemed a Voting
Membership – CMV or IMV.
All other classes of membership may not vote except as members of committees. All voting members are eligible to be elected to the Board of Directors. No more than 4 (four) seats on the Board of Directors are available to Company Voting members.
Resignation from membership must be in writing and addressed to the Board of Directors.
Any Members that do not renew their membership with annual fee payment will be considered to have effectively resigned from OCPA.
Should a member violate the terms of this Constitution, the By-Laws or regulations of OCPA, or in the opinion of the Board of Directors, a member’s conduct may be injurious to the best interest of OCPA, the Board of Directors may request the member to resign, or it may suspend the member for a period not to exceed six months. The Board of Directors may in extreme cases expel the member by vote.
The Board of Directors shall determine the amount of dues to be paid by each classification of membership.
※Churamura Volunteers who have been with us on a team or taking a role (CHIEF discretion) for 2025 nesting season onwards, are offered free “volunteer” membership (0y joining, 0y annual fee, we just ask 3,000y for member package including t-shirt) for 2026. To upgrade to INDIVIDUAL member with voting rights is offered at half price 10,000y.
※Churamura Volunteers joining for 2026 Stranding season are offered 0y joining fee but regular annual fee. To upgrade to INDIVIDUAL member with voting rights is offered at half price 10,000y.

OCPA Membership Bylaws
Article 1: Name
This association shall be called the OCPA Membership.
Article 2: Office Location
The office of this association shall be located at 640-1 Senaha, Yomitan Village, Nakagami District, Okinawa Prefecture.
Article 3: Purpose
The purpose of this association is to support and participate in the activities of OCPA (hereinafter referred to as “the Organization”) in order to pass on Okinawa’s beautiful ecosystems to future generations.
Article 4: Management
All individuals and companies who share the same mission and are approved for membership by the Organization may join. Members’ passion and mutual trust shall form the foundation of all activities and operations.
Article 5: Membership Eligibility and Fees
Membership is open to individuals, companies, and organizations who agree with the purpose of the association.
Admission fees and annual membership fees for the following fiscal year shall be determined by Board of Directors meeting.
Renewal fees shall be paid by the end of January each year.
For those joining in August or later, the annual membership fee for the joining year shall be half the standard amount.
Article 6: Admission
Applications will be reviewed by the Board and approved upon confirmation of payment. Article 7: Withdrawal
Members wishing to withdraw must notify the office 30 days in advance. Membership fees are non-refundable.
Article 8: Executive Board
An Executive Board shall be established within the association. The Executive Board shall determine activity policies and major operational matters.
Article 9: Composition of Directors
President: Representative Director of OCPA … 1 person
Vice President / Treasurer: Director(s) of OCPA … 1–2 persons
Treasurer: OCPA Director or Member … 1 or more persons (may also be served by a Vice President)
Directors: Are elected from general Members after having served more than 6 months as Voting Member and display a superior commitment to the organization and can commit to the following 12 months of service…. limit of 5 persons
Auditor: OCPA Member or external contractor … 1 or more persons
Article 10: Election of Directors
All Directors (President and Vice President) shall be decided by a general election among the voting members with the exception of President who is elected by voting at the Annual Directors Meeting.
Article 11: Duties and Terms of Officers
The President shall represent the association and oversee its operations.
The Vice President shall assist the President and serve in their place in the event of accident or incapacity and also act as Treasurer.
Terms of office shall follow the personnel decisions of OCPA.
Article 12: Organization of Meetings and Voting
Meetings of the association shall consist of the General Membership Meeting, Executive Board Meetings, and any irregular Regular Meetings. The General Membership Meeting shall be held once a year to report on activities, finances, and the activity plan.
Each Member and Director shall have one vote, and decisions shall be made by a majority vote show of hand style.
Article 13: Fiscal Year
The fiscal year of the association shall begins on May 1st to April 30th.
The Membership year begins on January 1 and ends on December 31.
Article 14: Amendments to the Bylaws
Amendments to the bylaws shall be decided by the Executive Board.
Article 15: Other Matters
Any matters necessary but not specified herein shall be determined by the Executive Board.
(Supplementary Provision)
These bylaws shall take effect as of [January 1st, 2026].

Membership Rules
If misuse of membership privileges results in infringement of another member’s rights, the member may lose their membership and forfeit all associated benefits.
To protect and conserve valuable wildlife and vegetation, all members are required to comply with the following rules and guidelines:
1. Do not invite any non-members (those not approved by the association) to any activity or event without prior permission.
2. To receive member benefits, you must wear your membership strap at all OCPA-related events or gatherings.
3. If confidential or privileged information (such as times and locations) leaks outside the membership and uninvited individuals appear, the association may have no choice but to suspend the distribution of such information to all members.
4. To protect the sea turtles under our care, do not share details (locations, times, etc.) with
anyone outside the membership.
5. When sharing information about the Churamura membership, please act as ambassadors of our mission and communicate that we are an apolitical conservation organization for coastal wildlife.
